good question, you can figure this out by looking at the package interface. This can be done e. g. via SE80:

Here you will see the package interface, you can access all objects that appear that. Objects that do not appear there you should not access.

Also when you do a check in your code (not a simple syntax check but a ATC or code inspector check) then you get a package error check (which is not a real syntax error but a prio 2 atc check error).
