Your capacity category has not been configured properly. Go to SPRO --> Production --> Capacity Requirements Planning --> Master Data --> Capacity Data --> Define Capacity category. The capacity category you would like to use must have CapCat.Per to be ticket on.
Otherwise you will not be able to see individuals.
