I'm sorry I meant to say you cannot chart off of this formula field.
You'll need a subreport with neat tricks to be able to insert a chart.
An easier approach would be to calculate the percentage in a SQL query and to report off of this SQL via the Add Command option.
You should then be able to use the percentage field in a chart.
