Did you try to
- Use event 'Created' of Business object FIPP (SWO1)
- In Customizing (SPRO) Financial Accounting, Financial Accounting Global Settings, Business Transactions, Make and Check Settings for Document Parking ,Create Workflow Variant for Parking Documents, etc.
- Find some BTE to trigger workflow
- Use search tool
