the SCA is always generated from the cons/active space. Meaning, what is in the cons/active, that will be in the final SCA and consequently that software will be also deployed in later stages e.g. test/prod.
So if I understand the problem right, the question could be also: what is the difference between the content of dev and cons on the 700 track. Are you sure there are no missing integrations, I mean did you release everything required from dev and then imported to cons before generatng the sca in assembly step? Can you find any suspicious during comparing the dev/active and cons/active in dtr webui? What is the SP of the 700 nwdi (not the track)? Which guide did you follow during the migration?
