CO03 is a display transaction. It will only display data that is already contained in existing production orders. If the sales order is not already linked to the production order, then it will not be displayed, since the data (the linkage) does not exist. This is normal in a Make To Stock scenario.
You can create a Production order that has the Sales Order link, by using transaction CO08. In such orders, the sales order / item will be displayed in CO03. However, be warned that this link cannot normally be established unless the Material is set up as Make To Order.
