You need to analyze the issue as below
- You need two background process to be available.
- You need to check sapevent log file , to check why it is not able to trigger the job from os level.
- You need to check , whether any R3trans and tp process are running at os level.
If any process of R3trans is running , then check whether the logs in /usr/sap/trans/tmp are getting updated or not.
if the logs are getting update , then you have to wait for few minutes otherwise you have to dig the issue on the basis of first and second point as mentioned above.
