Did you provide the sap user details in [Service_logon] section in javabe.ini file?
SMP uses the user credentials provided under this section to connect to backend sap system to get the sap work manager configuration data.
So, apart from mentioning the sap application server details, you should also provide the service user details. For your testing you can also specify dialog user under this section.
