Its because of the incorrect deletion / modification of the release code / strategy. If you are changing the release strategy, create new strategy with the new requirements - never delete anything in the release strategy. Refer the KBA: 1635346 - Add a new release code to the release strategy of PR issue
and 1843906 - Release Strategy inconsistent

To solve the current situation, the only option would be to explicitly trigger a new release strategy (say, next set of release strategy, for example, strategy 33 in your case) for the document by increasing the value. Once the new strategy is triggered, save the document and then change the value again to the old value. System will redetermine the release strategy based on the release indicator.
