it depends if you your users are locked and you have time then you can go with init with otherwise you can do repair full followed by init without but again make sure users are locked. Before repair full i assume that setup tables are already filled for all the historical years.
2. dont give any selection while filling setup tables and make sure the users are locked during that time otherwise if anything get posted during that time it would be missed .
