Yes , your assumption is right. Report has come back with the data after refresh and user is using the filter bar above the report.
As of now we have been able to identify this issue in just one report which was working absolutely fine before.
I get the issue only when I doubleclick to view. Modify gives me the complete list of value. But a user in production only has view rights and they are unable to see the whole list in this situation
