it actually is not CR doing the substitution. That is done by either the framework or the OS. E.g.; MS will be the better place to ask. Note that substitution will take place when the font is not found, when the font is a licensed font and no license is found on the runtime computer and also if the framework does not support the font (e.g.; micr fonts).
