1. Yes. The iPad, iPhone, and Android apps are all native apps.
2. Adaptations made by the administrator are reflected but not personalizations made by the individual user.
3. There are no plans to make the iPhone or Android apps available for offline use. In the May 2014 release though, we have made the HTML5 UI available in offline mode for use with Android tablets.
