Yes until and unless vmcj/enable = on VMC will not get active.

Please make the missing entries in RZ10 and restart the server;

vmcj/option/maxJavaHeap = 200M

vmcj/option/ps = 512M

vmcj/enable = on

If problem persist then ask basis consultant (basically basis consultant needs to set the entries in RZ10) to implement SAP Note 854170 - Switching on the component "VM Container"
