Not sure if your tried this.

Remove the web i rights and in application area assign the user to BI launchpad application with specific right " change preferences under general rights"

Also, when you say the users should not be given web i rights, i am assuming it means no

ad hoc access  ( drill downs or slice and dice). if yes, can you schedule the report with a different format and see if it works.
