Calculation of RFx award scenario score

As indicated by SAP via message, the calculation of the award scenario score is done as follows:

 

"The Score on the Awards tab is actually the Average of the Weighted Scores of the question sections in ALL the proposals included in the Scoring tab (awarded and non-awarded suppliers) PLUS the scores of the total cost and the total price of the Questions tab. The "Score" of the awarded supplier (in the "Awards" tab) can only be calculated based on the value scores of the proposals from all the suppliers. Else you cannot get any final "Score" in the "Awards" tab."


I do not see what sense does it have to include the non-awarded supplier responses in the calculation of the award scenario. What sense does it have to calculate the average of all suppliers in a simple award scenario? I am expecting to see in the award scenario the score of the AWARDED responses. If the non-awarded responses are included, the award score is useless. For me, this cannot be the award scenario score but the overall/average score of all responses.

 

For example, if I have two supplier responses (without line items) with following scores:

 

  • Supplier A: 100
  • Supplier B: 50

 

In a simple award scenario for supplier A, the award scenario score will be 50, which does not make any sense at all, at least for me.

Can anyone give me an explanation why the award scenario score includes non awarded supplier response scores?
